I want to thank all of you for taking your time to read my concept and give your input.
CONCEPT:
The protagonist is living consciousness that interacts with the physical world by using human bodies like shells. The consciousness has a complex personality and can experience emotion. Once inside of a body, all of the protagonists characteristics such as mannerisms, habits, opinions, thoughts remain the same but expressed through what ever human body it currently is controlling at that time.
EXAMPLE:
(((Assume that this "consciousness" is a chain smoking assassin with a very violent personality.)))
A 44 year old mother pushes her baby in a shopping cart down the cereal isle at a grocery store. She opens a box of cheerios and feeds her crying baby. Two men bolt by her with machine guns when all of a sudden the "conscious" takes over her body. She drops the cereal and begins chasing the two men leaving her baby behind. She catches up to the two men were she completely kicks their asses. Customers clap for the crime fighting mom.

Ok so does anyone even understand my concept? Does it make sense? What are your thoughts/ideas/opinions?

Not your idea, but rather been in the position of a nifty little "device" but without a story to support it.
I think the first thing you need to do is ask a bunch of questions about what this power could do and why the entity is doing it. Make a list. Come up with maybe 50 ideas and see if there is a thread that links them together. You proposed one, so, 49 more to go.
Ok, then, try to figure out if you can say something about real life human relationships or the human condition using the device. Maybe it's something about the various roles we all play in life depending on the circumstance. Maybe the entity (or entities) travels from person to person and is responsible for impulsive behavior we all have in life. Maybe the entity is what possesses people to get drunk or have affairs or experiment with drugs.
Ultimately the story isn't about an entity that can jump in and out of bodies kicking people's asses. Ultimately it's a story about something you can relate to.

Take a look at The Hidden if you haven't seen it already. It features a murderous body-jumping alien chased by a mysterious FBI agent (who turns out to be a body jumper from another alien species). By knowing what's come before, you can plan out how your protagonist, antagonist and conflict will be fresh and exciting.
By the way, you should be using "consciousness" in your concept, not "conscious."

gc_bevan - thanks for the hidden movie suggestion. It definitely helped sculpt the idea.
quade - I have started on the 50 list of idea... thanks for the advice.
Anyone else have any more input?

First, welcome, Imaginationeer and scriptninja! Glad to have you.
Second, consider also whether the body-jumping entity is a hero or a villain - do we root for it, or fear it? What is it trying to achieve? Then, figure out someone to oppose it. This could be all different kinds of people, but the one that comes instantly to mind is a person who is resistant to having his/her own consciousness "piggy-backed" by the entity. You might also want to figure out some rules or boundaries for it. Like, say, it creeps in when somebody is under stress, or unconscious, or distracted. The person resistant to it might then be a Zen master, or someone who never sleeps, or someone who is able to focus 100% of his attention on something all the time, someone completely in control of, and comfortable with, his own self and identity.
Play with it.

On the one hand, you have Deadman, a ghost who possesses bodies to hunt down the person who killed him.
On the otra, there's 'Shocker' where a killer gets executed by electrocution and turns into electricity that takes over people's bodies to continue his killing spree.
Options are LIMITLESS!!!

| Sounds kind of like marvel Comics' Captain Universe, which is a pretty cool concept. Just be sure to make it your own.
