No, he was the result of something falling in the ocean off the coast of New York. Didn't you stay to watch the end of the film? It's falling into the ocean in the background of the kids riding on top of the ferris wheel. Now, whether that's the monster himself (in a space ship) or a meteor impact waking him up from where he slumbers beneath the sea, that's for you to decide, but it's right there so the kid's hand held video recorder does get the entire event.
